MCD Officers Themselves Behind Illegal Construction – Allegations Against Superintendent Engineer S.D. Tomar and Executive Engineer Bhushan Kumar of Central Zone

Thousands of acres of land belonging to the DDA and MCD in Delhi are under the control of land mafias. However, the real reason behind this rampant illegal construction is not just the builders or land grabbers — it is the senior officials of these very government bodies who are enabling and profiting from it.

These officials, instead of performing their public duties, have joined hands with builders and mafias to occupy government land and carry out illegal constructions. In an era of inflation, their interest in corruption and encroachment has far surpassed their interest in their actual jobs. While their official salaries are in the thousands, their earnings from illegal construction are running into crores.

According to departmental sources, Superintending Engineer (Planning-1) S.D. Tomar and Executive Engineer Bhushan Kumar of the MCD Central Zone (Lajpat Nagar, Maharani Bagh, Kilokari, Bhagwan Nagar, and Ashram areas) are actively involved in these illegal building projects. The information was provided by officials within their own department, who revealed details on condition of anonymity.

The sources disclosed that these officers have mastered the art of manipulating official files to show “development work” on paper while siphoning off government funds. Tenders are floated merely for show  they are processed, awarded, and then fake development work is shown in the files to embezzle lakhs of rupees from the public exchequer.

In recent years, when the bribes and kickbacks from office-level corruption proved insufficient, these officers allegedly moved directly into the illegal construction business. They carry out construction either through their relatives, business partners, or hired agents. The investment in these projects may only be a few lakhs, but the profit runs into crores.

What makes this even more alarming is that these officers easily get their own building files cleared within MCD  saving themselves large sums that others usually pay in bribes. The only payments they make are to local politicians, which they reportedly do happily.

At present, two major illegal construction projects have been identified:

  1. A-87, Bhagwan Nagar, near Manokamna Mandir, New Delhi – 110014

  2. 3, Ring Road, Kilokari, Maharani Bagh, Ashram, New Delhi – 110014

Both projects are being developed without any valid approvals or adherence to building bylaws. There is no confirmation whether their maps or layouts have been sanctioned. Crucial safety and civic norms related to lifts, fire safety, electricity, water, and environment have been blatantly ignored.
This amounts to clear violations of Building By-laws Sections 2.14, 6.2.1, 6.2.4, 6.4.1, 6.4.2, 6.7.1 to 6.7.5, and 8.0.

Local residents allege that these constructions have caused severe dust pollution, noise from heavy machinery, and traffic obstruction due to building materials scattered on public roads. Since government officials themselves are allegedly involved, no authority has dared to take action so far.

The big question now is 
Will the MCD take action against its own officers and investigate their role in these illegal constructions?
Or will it dismiss these reports as baseless or cover up the crimes of its senior officials?

Townhall Times reached out to Mr. Bhushan Kumar and Mr. S.D. Tomar for their response to these allegations, but as of now, no reply has been received from either officer.
