Bihar Assembly Election 2025: Election Commission Announces Two-Phase Poll Schedule, Full Preparations Underway

The Election Commission of India (ECI) on Monday held a detailed press conference at Vigyan Bhawan, New Delhi, to announce the schedule and preparations for the upcoming Bihar Assembly Election 2025. Chief Election Commissioner Gyanesh Kumar, along with Election Commissioners Sukhbir Singh Sandhu and Vivek Joshi, addressed the media, unveiling a comprehensive plan to ensure free, fair, and inclusive elections across all 243 constituencies of the state.
With this announcement, the Model Code of Conduct (MCC) comes into immediate effect throughout Bihar, officially marking the start of the election season.
Two-Phase Election Schedule Announced
The Commission revealed that the Bihar Assembly Election will be held in two phases this year.
- Phase 1 Polling: November 6, 2025
- Phase 2 Polling: November 11, 2025
- Counting & Results: November 14, 2025
The ECI confirmed that the term of the current Bihar Legislative Assembly ends on November 22, 2025, and the entire process will conclude before that date.
The two-phase model was chosen to balance logistical efficiency, security arrangements, and voter convenience — especially across flood-prone and naxal-affected regions.
Voter Roll Revision and Elector Base
The ECI completed a Special Intensive Revision (SIR) of electoral rolls across all 38 districts of Bihar.
- Total voters: 7.42 crore
- New additions: Over 35 lakh
- Deletions (duplicates/migrated): 69 lakh
Special focus was placed on first-time voters (aged 18-19) and women’s registration. The ECI highlighted that Bihar’s female voter participation in previous polls was among the highest nationally, and this time too, special drives are planned under the slogan “My Vote, My Voice.”
Seats, Reservation, and Representation
The Bihar Legislative Assembly has 243 constituencies, of which 38 are reserved for Scheduled Castes (SC) and 2 for Scheduled Tribes (ST). The rest fall under the general category.
To ensure accessibility, the Commission has mandated that no polling station will cater to more than 1,200 voters. This means over 90,000 polling stations will be set up across the state.
Security and Law & Order Measures
The Commission announced a massive deployment of Central Armed Police Forces (CAPF), Bihar Police, and Home Guards for the elections. Special attention will be given to sensitive constituencies and inter-state borders.
Each polling booth will be monitored through CCTV cameras, webcasting, and GPS tracking of EVM movement.
In high-risk areas, polling personnel will travel via boats or helicopters, ensuring that “no voter is left behind.”
Additionally, Expenditure, Police, and General Observers will be stationed in each constituency to prevent the misuse of money or muscle power.
Technological Upgrades and Monitoring
To enhance transparency, the ECI has introduced 17 new procedural and digital reforms, including:
- EVMs with candidate photographs for voter clarity.
- Geo-tagged polling stations for better logistics.
- Strongroom live-streaming with 24×7 CCTV surveillance.
- Voter Information Slips and SMS alerts to inform electors about polling details.
- Postal ballot options for senior citizens (80+ years), persons with disabilities, and essential service staff.
Real-time dashboards at district and state levels will track voter turnout, complaints, and incidents. Telecom networks have been instructed to ensure uninterrupted coverage in rural and remote areas.
Voter Awareness and Inclusivity Campaigns
Under its flagship voter awareness initiative, “Systematic Voters’ Education and Electoral Participation” (SVEEP), the ECI has launched statewide campaigns featuring youth ambassadors, women’s groups, and cultural icons.
Special polling stations will be manned entirely by women, while others will be operated by young officials to encourage participation.
Voters with disabilities will receive doorstep assistance, ramps, and wheelchair access at polling centers.
Transparency, Vigilance, and Model Code Enforcement
Chief Election Commissioner Gyanesh Kumar emphasized during the briefing that “free, fair, and participative elections form the foundation of India’s democracy.”
The ECI has constituted flying squads, surveillance teams, and video monitoring units to curb vote-buying, liquor distribution, and inducements. All political parties and candidates have been instructed to file daily expenditure statements, subject to random audits.
Over 400 senior officers will be deployed as Election Observers, responsible for maintaining vigilance, handling complaints, and ensuring adherence to the Model Code of Conduct.

With the official schedule now declared, political parties are gearing up for a high-voltage campaign season.
The two-phase polling, enhanced security, transparent voter lists, and technology-driven supervision promise a smooth and credible electoral exercise.
