Sensational Revelations in the US–China Security Report: Pahalgam Terror Attack Described as ‘Insurgency’, Pakistan Termed ‘Militarily Successful’ in Operation Sindoor | Congress Slams Modi Government for Diplomatic Failure

A startling disclosure made by senior Congress leader Shri Jairam Ramesh on X (formerly Twitter) has triggered fresh turbulence in India–US relations. In his detailed post, Ramesh revealed that the US–China Economic and Security Review Commission (USCCESRC) has submitted its latest annual report to the US Congress—an extensive document prepared by a 12-member independent commission jointly constituted by the US Senate and the House of Representatives.

This nearly 800-page report, which typically examines bilateral strategic, economic and security dynamics, has sparked deep unease within Indian diplomatic circles due to certain observations recorded on pages 108 and 109. According to Ramesh, these sections contain two highly objectionable and factually distorted assertions:

1. The Pahalgam terror attack orchestrated by Pakistan in April 2025 has been categorized as an “insurgent attack.”
2. The four-day military confrontation between India and Pakistan has been described as a “military success” for Pakistan—an assessment that India’s security agencies and foreign policy analysts deem wholly misleading and overtly prejudiced.

Ramesh further noted that amid the polarized political climate in the United States, President Donald Trump has already claimed nearly 60 times that he personally intervened to halt “Operation Sindoor.” Meanwhile, the Prime Minister of India has maintained a conspicuous silence, a silence which, Ramesh argues, raises several troubling questions. Is the Indian government deliberately avoiding an official response to a document of such sensitivity, or is some form of diplomatic engagement underway behind the scenes? So far, no formal statement has been issued by any ministry or official spokesperson.

In his concluding remarks, Shri Jairam Ramesh termed the report “entirely unacceptable” for India and demanded a clear response from both the Prime Minister and the Ministry of External Affairs. He further remarked, with pointed criticism, whether the government intends to lodge a strong diplomatic protest or simply dismiss this as yet another “diplomatic lapse.”

According to Ramesh, such factually baseless and biased references in international reports not only tarnish India’s global image but also undermine the country’s long-term strategic and diplomatic standing. He urged the central government to immediately clarify its official stance and outline the course of action it plans to take regarding this significant development.
